Jay Fleisher began his training by attending Columbia University for his BA.  After five years serving in the military, he earned his Juris Doctorate from the University of Florida, passed the bar exam, and was admitted to practice law in Florida in 1977.  In 1979, he was admitted to practice in Washington, D.C., in 1980 to the U.S. Tax Court, and in 1984, the United States Supreme Court.  Associate and Managing Attorney, Shriners Hospitals for Children Corporate Legal Department (1980-2008).
